Alan Peter Schramm Cayetano was born in Mandaluyong to Senator Renato "Compañero" Cayetano and former school teacher Sandra Schramm.

Alan was only 14 years old when he was first exposed to public service. His father was then elected Assemblyman representing Taguig, Pateros and Muntinlupa, and he also served in the Regular Batasang Pambansa from 1984 until its abolishment in 1986.

Launched the Presyo, Trabaho, Kita/Kaayusan (PTK) microfinancing program which aimed to provide microentrepreneurs like drivers and vendors greater access to capital to sustain their livelihood. It also protected them from unscrupulous loan sharks. After almost 8 years, the PTK beneficiaries have grown to more than 200 organizations in different parts of the countries.
